Hello
If I create a time specific KDM at UTC-7 in Sept and it expires in Dec at a specific date /time. Will the KDM be off by an hour?

From memory, it probably all depends on the software creating the KDM. As from memory, the KDM bases everything of UTC. Ie when you make the KDM, the times are converted to UTC. The tool need to make sure it understands TZ calculating the offsets to UTC correctly.. and then its the issue of the tool your viewing it in to display it right. Buy the answer is yes...
But typically KDMs are generated from a day to a day time frame making the windows, even if tz issues exist, irrelevant.
